Academic Symposium on AI-Empowered Information Resource Management
Conference Notice
I. Conference Background
The renaming of the first-level discipline to Information Resource Management has brought numerous opportunities and challenges. How to actively seize these opportunities and tackle challenges is a critical question that requires deep reflection from educators, researchers, and professionals in the field. As in other fields, Artificial Intelligence (AI) will have a profound and lasting impact on Information Resource Management. Through theoretical research and practical exploration, it is essential to continuously clarify the substance, tools, paths, and outcomes of AI's influence.
In light of this, The Specialist Committee on Information Technology of CSSTI, National Science Library - Chinese Academy of Sciences, and Beihua University plan to jointly organize the " Academic Symposium on AI-Empowered Information Resource Management" in Jilin City, Jilin Province. The event will also be supported by Library and Information Service and the School of Computer Science and Technology at Beihua University.
The seminar will invite renowned experts in the field of Information Resource Management to deeply discuss the theme of AI's impact on this field. Experts, scholars, researchers, and professionals are warmly welcomed to participate.

1. Liu Xiwen: Layout and Prospects of Key Technologies in Intelligent Information
Speaker Bio: Liu Xiwen is the Director and Deputy Secretary of the Party Committee at the National Science Library of the Chinese Academy of Sciences. He holds a PhD, is a second-level research fellow, and a doctoral supervisor. He also serves as a standing member of the China Society for Scientific and Technical Information, a board member and Deputy Secretary-General of the Library Society of China, and Deputy Secretary-General of the National Documentation and Information Standardization Committee. Prof. Liu is also a board member of the China Society for Science of Science and S&T Policy Research, and editor-in-chief of Think Tank: Theory & Practice and Science Observer. Prof. Liu has long been involved in research and services in science and technology policy intelligence, strategic science and technology intelligence, scientometrics, information policy, competitive intelligence, technological competitive intelligence, industrial technology strategy, and regional innovation strategy. He has led over 40 national and provincial-level research projects.
2. Zhang Zhixiong: Semantic Intelligence Supporting Scientific Literature Evaluation
Speaker Bio: Zhang Zhixiong holds a PhD and is a Professor-level Senior Engineer (Second Tier), as well as a Doctoral Supervisor. He currently serves as the Deputy Director of the National Science Library of the Chinese Academy of Sciences. Zhang is a recipient of national and Chinese Academy of Sciences talent programs. He is also the project leader of key national R&D programs and the chief expert of major projects funded by the National Social Science Fund. Dr. Zhang's primary research areas include semantic intelligence, scientific literature mining, and knowledge organization. He has led more than 60 national and provincial-level projects and published over 200 papers. Zhang has also obtained dozens of software copyrights and patents. He leads a team that developed the SciAiEngine tool (http://sciengine.las.ac.cn/), which supports intelligent mining of scientific literature content.
3. Lu Wei: Research and Progress in Understanding Scientific Literature Charts and Diagrams
Speaker Bio: Prof. Lu Wei is a doctoral supervisor and a Second-tier Professor at Wuhan University, currently serving as a member of the Party Standing Committee and Vice President of Wuhan University. He has long been dedicated to research in big data methods and technologies, intelligence and innovation evaluation, AI governance, and human-machine collaboration. Prof. Lu has led more than 10 major projects, including the National New Generation Artificial Intelligence Major Project, National Social Science Fund Major Project, National Natural Science Foundation of China Key Project, and Ministry of Education Major Projects.
Prof. Lu has published over 200 papers and has been awarded the National Teaching Achievement First Prize, the Ministry of Education Humanities and Social Sciences Excellence Award (Second Prize), and the Hubei Provincial Social Science Excellence Award. He has been recognized as a Distinguished Professor under the Ministry of Education's major talent program and has received a special government allowance from the State Council. Prof. Lu previously held positions as Vice Dean and Dean of the School of Information Management at Wuhan University, and Executive Vice Dean of Wuhan University’s National Academy of Confidentiality. He is currently the Vice Director of the Hubei National Applied Mathematics Center and Director of the Big Data Research Institute at Wuhan University.
Prof. Lu also serves as the Vice President of the China Indexing Society, Vice President of the China Association for Information Systems (CNAIS), and a member of various national expert committees, including the Philosophy and Social Science Discipline Expert Group of the National Textbook Committee and the Ministry of Education’s Management Science and Engineering Teaching Steering Committee. Additionally, he is a member of the Liaoning Provincial Party and Government Decision-Making Advisory Committee.
4. Yao Shanji: AI-Enabled Research on User Information Behavior
Speaker Bio: Yao Shanji holds a Ph.D. in Management and is a professor and Dean of the School of Economics and Management at Nanjing University of Science and Technology. His primary research focuses on user information behavior and marketing. Prof. Yao has led three national-level projects, including key projects under the National Social Science Fund and general and youth projects funded by the National Natural Science Foundation of China. He has also led nine provincial-level projects, including youth research funds from the Ministry of Education for Humanities and Social Sciences and key projects from the Jiangsu Provincial Social Science Fund. Prof. Yao has published more than 80 papers in journals such as Journal of Management Engineering, Science Research Management, Management Science, Nankai Business Review, Economic Management, Finance & Trade Economics, Journal of Business Ethics, Journal of Consumer Behavior, and Journal of Business-to-Business Marketing. He has authored two monographs and translated two books. Prof. Yao has received six prestigious awards, including the Second Prize for Outstanding Scientific Research Achievements in Higher Education (Humanities and Social Sciences) from the Ministry of Education, and the Third Prize for Outstanding Achievements in Philosophy and Social Sciences from Jiangsu Province.
5. Zhang Jiuzhen: Exploring AI Literacy Education and Teaching Practices for the Information Resource Management Discipline
Speaker Bio: Zhang Jiuzhen is a professor, doctoral supervisor, and the Director and Party Secretary of the Department of Information Management at Peking University. He also serves as the Dean of the Peking University Publishing Research Institute. Zhang is the Secretary-General of the Library Science Teaching Steering Committee of the Ministry of Education and the Chair of the Academic Research Committee of the Library Society of China. He is also a member of the 8th Discipline Evaluation Group of the State Council. Zhang has long been engaged in research on the management and services of books, journals, and document resources. He is the author of Retrieval and Utilization of Foreign Reference Resources and has published numerous papers, including Safeguarding the Humanistic Spirit of Libraries in the Era of Smart Libraries, Libraries: The Ground for Cultivating National Digital Literacy, Establishing a Subdivision Reading Service Concept to Promote the Development of Nationwide Reading, and Revitalizing the Social Educational Function of Libraries and Fully Leveraging Libraries' Role in Public Information Literacy Education. He has also published an article in People's Daily titled The Fragrance of Books is the Most Enduring. Prof. Zhang has led over 30 national, provincial, and ministerial-level projects, as well as government and enterprise-commissioned projects.
6. Li Guangjian: Research on Key Technologies for Intelligent Information Services in the Digital Age
Speaker Bio: Li Guangjian holds a Ph.D. and is a professor and doctoral supervisor at the Department of Information Management at Peking University. His primary research areas include digital libraries, information management technologies and systems, and big data intelligence analysis. Li has led numerous national and provincial-level projects and published over 100 papers. Prof. Li serves as the Chair of the Academic Committee of the Key Laboratory of Big Data Applications in Public Cultural Services under the Ministry of Culture and Tourism. Li is also a member of the National Information and Documentation Standardization Technical Committee, the National Public Cultural Service System Expert Committee, and the NSTL (National Science and Technology Library) Expert Committee for Computer Network Services. Prof. Li holds several positions, including Executive Director of the China Society for Scientific and Technical Information, Director of the Library Society of China, and Director of the Chinese Society for Social Sciences Information. He is also on the editorial boards of several academic journals, such as Journal of Information Science, Library and Information Service, and Data Analysis and Knowledge Discovery.
7. Wang Yuefen: Comparative Study of Two Novelty Measurement Methods for Knowledge Content: A Case Study Using AI Domain Data
Speaker Bio: Wang Yuefen is a distinguished professor and doctoral supervisor at Tianjin Normal University, where she also serves as the Director of the Big Data Science Research Institute. Her professional field is information resource management, with research interests in data mining, scientometrics, and knowledge services. She has received various honors, including recognition as an Outstanding Contributor Expert in Tianjin and an Excellent Scientific Information Worker in East China. Prof. Wang has led 26 national and provincial-level projects, including significant tenders under the National Social Science Fund, key projects from the National Social Science Fund, and general projects from the National Natural Science Foundation. She has also overseen more than 20 projects commissioned by enterprises and institutions. Prof. Wang has published over 200 academic papers indexed by SCI, SSCI, and CSSCI, and has authored or co-authored 17 monographs and textbooks. She has received over 10 provincial and municipal awards, including the First and Third Prizes for Outstanding Achievements in Philosophy and Social Sciences from Jiangsu Province and First and Second Prizes for Teaching Achievements. Prof. Wang holds several key positions, including Executive Director of the China Society for Social Sciences Information, Director of the China Society for Scientific and Technical Information, and Deputy Chair of the Information Research and Consulting Committee. She is also a member of various committees related to scientometrics and information metrics and serves on the editorial boards of several journals, including Journal of Information Science, Library and Information Service, and Journal of Information Resource Management.
8. Huang Shuiqing: Risk Management of Information Resource Management and Services Empowered by AI
Speaker Bio: Huang Shuiqing is a professor and doctoral supervisor at the School of Information Management, Nanjing Agricultural University. He is the head of the Key Research Base for Philosophy and Social Science in Humanities and Social Computing at Jiangsu Provincial Universities. Huang serves on the Undergraduate Teaching Steering Committee for Library Science of the Ministry of Education and is a second-tier talent in Jiangsu Province’s "333 High-level Talent Project." He is also an executive director of both the China Society for Scientific and Technical Information and the Chinese Social Sciences Information Society. Prof. Huang has long engaged in teaching and research in areas such as information processing, information retrieval, scientometrics, and digital libraries. He has led several projects funded by the National Social Science Fund, including major, key, and general projects. His research outcomes have received numerous awards, including the First Prize and Third Prize for Outstanding Achievements in Humanities and Social Sciences from the Ministry of Education, the Second Prize for Scientific and Technological Progress in Jiangsu Province, and multiple awards for Outstanding Achievements in Philosophy and Social Sciences in Jiangsu Province.
9. Xia Shengping: Digital Preservation of Cultural Heritage at Dunhuang Mogao Caves – Digital Dunhuang
Speaker Bio: Xia Shengping currently serves as the Deputy Director of the Dunhuang Studies Information Center at the Dunhuang Research Institute and is a research librarian. He studied at the Graduate School of Library and Information Science at the University of Illinois at Urbana-Champaign and will be a visiting scholar at the University of California, Berkeley in 2024. He is a member of the Gansu Provincial Library Association, the Chinese American Librarians Association (CALA), the Chinese Dunhuang and Turfan Society, and the Chinese Social Sciences Information Society. He holds leadership positions, including Vice Chair of the Cultural Heritage Library Professional Group of the Chinese Library Association and Vice Chair of the Digital Heritage Committee of the China Cultural Relics Protection Association. Xia specializes in Dunhuang studies, cultural heritage digitization, information resource organization and management, and the construction of literature resource sharing platforms. He is involved in multiple national-level projects, including three sub-projects of the National Science and Technology Support Program, two projects funded by the National Social Science Fund, three projects sponsored by the State Administration of Cultural Heritage, and two projects under the China Dunhuang Caves Protection Research Foundation. He has published several papers and authored two monographs. Currently, he focuses on the "Digital Dunhuang" project and the digitization of Dunhuang manuscripts lost overseas. His case report titled Digital Preservation and Recording of Cultural Heritage – Digital Dunhuang won the "Best Practice Award" from the International Council on Archives’ Cultural Heritage Recording Sciences Committee (CIPA).
10. Ma Jie: Current Status, Issues, and Trends in Research Methods of Information Resource Management Empowered by AI
Speaker Bio: Ma Jie is the Deputy Dean of the School of Business and Management at Jilin University, a distinguished professor, and a doctoral supervisor. He has served as a visiting scholar at the University of Illinois at Urbana-Champaign. Prof. Ma is a member of the Teaching Steering Committee for Library Science under the Ministry of Education and holds various leadership roles in several academic organizations. He has led more than 20 national and provincial-level projects funded by the National Social Science Fund, publishing over 100 academic papers. His primary research focuses on data governance and reading promotion.
11. Li Yuelin: A Human-Centered Theoretical Framework for Intelligent Information Services
Speaker Bio: Li Yuelin is currently the Minister of the Academic Affairs Office, Dean of Bolin College, Director of the Textbook Construction Office, and Professor in the Department of Information Resource Management at Nankai University. Her main research interests include information behavior, interactive information retrieval, health informatics, and the evaluation of digital and smart libraries.
Prof. Li serves as the chief expert for major projects funded by the National Social Science Fund and has led over 20 provincial and national-level research and teaching projects. She has been recognized under various talent programs, including the Ministry of Education's New Century Excellent Talent Support Plan. Throughout her career, she has received multiple awards for outstanding social science research and teaching achievements, including the 2022 Baosteel Excellent Teacher Award.
In addition to her research and administrative roles, she holds positions in various academic committees, including being a member of the State Council's Academic Assessment Group and the Teaching Guidance Committee for the Undergraduate Library Science Major under the Ministry of Education. Li has also served in leadership roles in professional organizations related to information science and library education, such as ASIS&T.
12. Zhang Bin: Empowering the Activation and Utilization of Red Resources through New Quality Productivity
Speaker Bio: Zhang Bin is the Director of the Library at Renmin University of China and a professor at the School of Information Resource Management. He is a national-level talent professor recognized by the Ministry of Education. He serves as the Secretary-General and a member of the State Council's Academic Assessment Group for Information Resource Management. Zhang is also the Chair of the Teaching Guidance Committee for the Archival Science Major under the Ministry of Education and an Executive Director of the Chinese Library Association, as well as the Vice Chair of the University Library Division.
In addition, he holds key positions such as the Deputy Secretary-General of the Beijing Higher Education Library Work Committee and the Executive Deputy Director of the Management Committee for the Beijing Academic Library and Information System (BALIS). Zhang Bin is also the Vice President of the Chinese Society of Archival Science, a member of the Expert Committee for the Archival Heritage Project, and the Director of the Beijing Academic Center for the UNESCO Memory of the World Programme.
Zhang has received numerous accolades, including the “New Century Excellent Talent” award from the Ministry of Education, the Baosteel Excellent Teacher Award, the Beijing Teaching Master Award, and recognition as an Advanced Individual in Teacher Ethics in Beijing.
13. Pei Lei: Cognitive Security and Data Governance in the Context of the AI Era
Speaker Bio: Pei Lei is a professor and doctoral supervisor at the School of Information Management at Nanjing University, where he also serves as the dean. He is the Deputy Director of the Ministry of Education's Key Laboratory for Data Intelligence and Cross-Innovation and the Vice Chair of the Information Intelligence and Management Innovation Committee of the Chinese Information Economics Society, as well as the Vice Chair of the Research and Consulting Committee of the China Society for Scientific and Technical Information.
His research focuses on national strategic intelligence and policy analysis, intelligence security and data governance, and information economics. Prof. Pei has led several projects, including two national social science projects, one natural science project, one Ministry of Education project, two sub-projects of major national social science projects, and three provincial-level projects. He has published eight academic monographs or textbooks and over 120 research papers. His accolades include the second prize for outstanding scientific achievements in higher education from the Ministry of Education, the first prize for excellent achievements in philosophy and social sciences from Jiangsu Province, and the first prize for teaching achievements in Jiangsu Province.
14. Li Yuhai: Research on Integrating AI into Management Information Systems Course Development
Speaker Bio: Li Yuhai is a professor and doctoral supervisor at Central China Normal University. He serves as the Director of the Research Center for Innovative Development at the university's library and is a member of the Ministry of Education's Library and Information Work Guidance Committee. He is also a council member of the Chinese Library Association and serves as a co-editor for Knowledge Management Forum as well as on the editorial boards of several journals, including Library and Information Service, Information Science, and Journal of Literature and Data. Prof. Li has previously held the positions of director of the university library and dean of the School of Information Management. His long-term research and teaching focus on management information systems, library science, and information science. His primary research areas include pattern recognition and intelligent systems, management information systems, library and information theory and technology, and smart libraries.
15. Chu Jingli: AIGC Policies for Academic Journals
Speaker Bio: Chu Jingli is the Director of the Academic Committee at the National Science Library of the Chinese Academy of Sciences, the Head of the Information Resources Management Department at the University of the Chinese Academy of Sciences, and a professor and doctoral supervisor. He also serves as the editor-in-chief of the journal Library and Information Service and Knowledge Management Forum, as well as the executive deputy editor of Think Tank: Theory and Practice, and the executive deputy editor of Journal of Literature and Data.
Prof. Chu is a permanent member of the Knowledge Management Committee of the International Federation of Library Associations (IFLA), a member of the Academic Review Group of the State Council's Degree Committee, a review expert for national social science fund planning projects, and a member of the Ministry of Education's Teaching Guidance Committee. He is also the deputy director of the Academic Research Committee of the Chinese Library Association and the deputy secretary-general of the Research Association for Natural Science Journals of the Chinese Academy of Sciences.
His research areas include the development strategy of library and information services, digital publishing and dissemination, research integrity and academic ethics, and new academic exchanges through preprints. He has received the State Council’s Special Government Allowance, the title of Leading Talent in the National News and Publishing Industry, and the First Prize for Outstanding Achievements in Scientific Research in Humanities and Social Sciences from the Ninth Session of Higher Education Institutions.
