The scientific foundational capabilities are a crucial cornerstone of the national innovation system, largely determining the level of technological innovation. Scientific and technical literature serves as a vital carrier of scientific knowledge, bearing the important missions of disseminating research findings, promoting academic exchanges, supporting intelligence decisions, facilitating scientific evaluation, reflecting research integrity, and preserving human knowledge. It forms the essential material and technical foundation for conducting technological innovation activities and represents the "hard conditions" of the scientific foundational capabilities, playing a key role in the research and innovation ecosystem. In the face of new mission of strengthening the construction of scientific foundational capabilities and enhancing the overall efficiency of the national innovation system, as well as the new requirements for activating the potential of data elements, increasing the new momentum for innovative development, and building new competitive advantages for the nation, and in light of the rapid rise of general artificial intelligence and the accelerating transformation of scientific research towards AI for Science, it is of great significance to research and explore the role and capabilities of scientific and technical literature in the construction of scientific foundational capabilities.
The "2024 Academic Annual Conference of The Branch of Special Libraries, Library Society of China (CSLA)& Special Libraries Development Forum," co-hosted by CSLA, National Science Library，Chinese Academy of Sciences, and National Science and Technology Library, is scheduled to be held in Urumqi, Xinjiang, from June 24-27, 2024. The theme of the forum is "Unearthing the Scientific Foundational Capabilities of Scientific and Technical Literature."
I. Content of the Conference
With the purpose of promoting literature and intelligence agencies to play an important role in the new journey of accelerating the construction of a world power in science and technology, the conference will explore how to understand and recognize the scientific foundational capabilities of scientific literature, how to build and enhance the scientific foundational capabilities of scientific literature, how to cultivate and unearth the new productive forces of scientific literature, how to organize and promote the better integration of scientific literature into the scientific and technological innovation chain, how to effectively leverage the multiplier effect of scientific literature resources. and how literature and information institutions can promote the enhancement of the foundational capabilities of scientific literature in practice.
The conference will also exchange and discuss the topic of "Building Characteristic Literature Resources and High-Quality Development of Cultural and Museum Libraries" to address the contemporary concerns of "Building a Strong Cultural Nation and Modern Civilization of the Chinese Nation."
