[Purpose/significance] The paradigm transformations of library and information science, concept of information and intelligence, are sorted out and demarcated, so as to expound certain trends of data-driven information services. [Method/process] Through literature survey, this paper sorted out the concept connotation of information and LIS and the evolution of the object of S&T information service from the historical perspective, and explained the importance of data construction in the information services on the basis of understanding the interrelation of DIKIW model. The theoretical paradigms of LIS could be divided into four categories and clarified the key points of trends and choices of each paradigm. [Result/conclusion] Based on the basic cognition of DIKIW and multi-paradigms of LIS, the choice of intelligence services in the future should be attached to the development of data-driven intelligence studies, be carried out strategic intelligence studies in disciplinary fields, and then establish the Decision Support System(DSS) with intelligent intelligence as the core, so as to give full play to the decision supporting consultation function of intelligence studies.

[Purpose/significance] In the face of the fifth round of discipline evaluation, "new liberal arts" construction, iSchool movement and other disciplines development environment changes at home and abroad, library discipline construction is facing new opportunities and challenges. The research returns to the fundamental of Library Science, and puts forward that Library Science needs to be fixed and innovated. At the same time, it should be coordinated with the construction of first-class discipline of Library Information and Archives Management, so as to provide enlightenment for the long-term development of library science education and first-class discipline construction in China. [Method/process] Based on the analysis of the origin of Library Science, the collaborative development of Library Science education and first-level discipline, this paper discussed the new situation of Library Science discipline construction and Library Information and Archives Management first-level discipline construction in China. [Result/conclusion] This paper puts forward the three fundamentals of Library Science, emphasizes that the construction of library science should be based on solid foundation and innovation, carries out the construction of Library Science with the view of collaborative construction, and puts forward that the construction of library science should have the development view of strategy, collaboration and high quality.

[Purpose/significance] Today's world is in the midst of great changes that have not been seen in a century, and China is in the best period of development since modern times. Under the trend of the new era, the construction and development of Library Science in China needs to keep the original intention, clear position and clear direction. [Method/process] From the perspective of value judgment, this paper clarified and differentiated the needs, views and hopes of three different positions of Library Science freshmen, library science teachers and librarianship, reviewed the original intention, development process and fundamental tasks of library science discipline construction in China, and probed into the development direction of Library Science Subject Construction of China in the new era. [Result/conclusion] The fundamental task of librarianship is to meet the needs of national cultural development. The development of library science can not take the European and American model as reference, nor can it aim at meeting the wishes of examinees, teachers and the industry. Instead, it should take contribute to the development of national cultural as the important task, taking root in China, bolstering our Four-sphere Confidence, and staying on the path of Chinese characteristics, and cultivate professional talents and future builders of cultural undertakings for the country. Teachers are the practitioners of subject construction and the leaders of students to establish correct value judgment. They must keep their original intention and place importance on fostering virtue in education. Students, teachers and the librarianship industry should work together to protect the Librarianship and Library Science education, so as to provide positive energy for the prosperity of China's library cause.

[Purpose/significance] Taking users as the foundation, taking the service as the fundamental, this paper discussed the issue of positive innovation of library science. [Method/process] It explained from two aspects: basic user needs and providing precise services to users. [Result/conclusion] As a library, it should guide the society to read, recommend books to the society, and also carry out in-depth processing of documents to provide convenience for readers to use documents.

[Purpose/significance] The evaluation of the value of intelligence is the foundation of open source intelligence work. International think tanks have not received attention or been considered as an important source of open source intelligence, and theoretical research lags behind practical requirements. Research on evaluation of open source intelligence from think tanks aims to make relevant theoretical supplements to open source intelligence research of think tanks and provide references for open source intelligence practices in the field of think tanks. [Method/process] Focusing on the perspective of intelligence collection, this paper used deductive methods to demonstrate that open source is an important prerequisite for international think tanks as a source of open source intelligence. On this basis, combined with the characteristics of international think tanks, this paper also concluded that the open source intelligence of international think tanks has affordances of professionalism, policy-oriented, early warning, evidence-based and data value, which provides theoretical basis for open source intelligence evaluation. And under the guidance of the evaluation methods of Admiralty Code, the paper built an open source intelligence evaluation framework of international think tanks. [Result/conclusion] In the open source intelligence evaluation framework of international think tanks, intelligence personnel and professionals in the field need to establish cooperation and jointly act as evaluators. At the same time, evaluation objects conclude both the evaluation of intelligence sources and the evaluation of intelligence content. The evaluation of intelligence sources should focus on the professionalism, independence and credibility of think tanks; and the evaluation of intelligence content should consider 8 key elements including authenticity, integrity, timeliness, predictability, practicality, counterintelligence, understandability, and traceability.

[Purpose/significance] Summarizing the problems and challenges faced by university library, focusing on the methods to support the university's teaching and scientific research, this paper tries to discuss the main points and development strategy of information resource construction in academic library. [Method/process] Taking the information resource construction of Tsinghua University Library as an example, the paper reviewed its practices and effectiveness in supporting teaching and scientific research of university, and gave some suggestions to the development of resource construction during the "14th Five-Year Plan" period. [Result/conclusion] Supporting teaching and scientific research, meeting the information resource demands of teachers and students are the original aspiration of university library. University libraries should focus on the origination, strengthen resource guarantee, improve resource integrational management level, strengthen subject resource demand assessment and usage performance evaluation, so as to establish a comprehensive, efficient and accurate resource guarantee and service system.

[Purpose/significance] Under the background of comprehensive data-based scientific research and the 14th five-year plan, the direction and path of university library construction have a significant impact on teaching and scientific research. The purpose of this research is to propose the next step in the implementation and practice of the library's intelligent transformation. [Method/process] This paper sorted out the development status of university libraries and analyzed new development trends. Taking data as the starting point, tried to construct a development plan for smart libraries in terms of technology, services and space. [Result/conclusion] The construction of smart libraries should focus on smart equipment, smart service platforms and smart spaces. In addition, we need to think deeply about the role of librarians and alliance building.

[Purpose/significance] The construction of University library collections for the "14th Five-Year Plan" is not only an important part of the overall plan, but also the service guarantee and basic conditions of the library. This paper clarifies the compilation process, research focus, development thinking and implementation measures. It will have important guiding and practical significance for the medium and long-term collection construction strategy of university libraries. [Method/process] The paper combined literature research, industry observation and analysis, adopted case studies, policy text interpretation, comparative research and other methods to summarize the strategies and development ideas of the "14th Five-Year" plan for the construction of library collections. [Result/conclusion] The overall idea of library collection construction is to empower the stock, optimize the increment and grasp the variables in the new development stage, and propose specific implementation strategies.

[Purpose/significance] Analyzing the practical and representative theoretical research achievements of information resources development during the 13th Five-Year Plan period in order to understand the practical and theoretical research progress in the field and providing reference for the 14th Five-Year Plan period. [Method/process] With the help of website, domestic network literature sources of documents, laws and practical project achievements of different levels on information resources development during the 13th Five-Year Plan period are crawled and sorted. To summarize theoretical achievements, this paper investigated "information resources development" in CNKI, Wanfang and Weipu, making statistics on the theoretical research hotspots about this field, reading core papers and summarizing the innovative ideas and research problems. [Result/conclusion] It points out that in the 14th Five-Year Plan, the trend of user-centered and pursuing service efficiency will be strengthened in the practical and theoretical research, paying attention to the research on the new subject in the social digital transformation, information resources co-construction and sharing platform research will be further deepened, and the risk assessment and avoidance of new technology application will be further discussed.

[Purpose/significance] At present, the management and service innovation of the library industry are mainly based on digitalization and intelligence, but while these businesses are developing rapidly, the development of basic library services must not be ignored. [Method/process] On the basis of extensive research, the paper combs the basic services of current public libraries and academic libraries in combination with the development trend of information technology, and believes that the current basic services of libraries have inconsistent methods of downloading digital resources, separate services for paper and electricity, and basic services lack the necessary performance evaluation mechanism, and the relative "weak intelligence" of smart devices. [Result/conclusion] Put forward suggestions on the innovation and development of library basic services during the 14 five-year plan period, which provides ideas for the formulation of the 14 five-year plan of libraries, and promotes the progress of library cause in the next five years.

[Purpose/significance] Effective dissemination stimulates and improves the marketing effect, and specific marketing case analysis facilitates the understanding of the library marketing. [Method/process] Based on the event of reader's message in Dongguan library during the Dragon Boat Festival in 2020, this paper restored the dissemination process of the whole event and emphasized the importance of professional media in library marketing dissemination. Also, under the concept of “agenda setting” of communication science, this paper explored the launching plans of daily marketing work of libraries and professional media through the setting and content of communication topics. [Result/conclusion] Professional competence is the premise of library marketing; systematic planning of the communication content of professional media is an effective way to draw the attention of the public to libraries; and peer cohesion is a powerful guarantee for maximizing marketing effect.

[Purpose/significance] With the background of the media convergence and the case study of Hangzhou Public Library's marketing practice, the combination of public library's marketing with media convergence is analyzed to guide public libraries to carry out marketing better. [Method/process] This paper adopted the the case study method to analyze the marketing case of Hangzhou Public Library, outlined the possible routes, and proposed some thoughts and suggestions. [Result/conclusion] In the age of media convergence, public libraries should explore the advantages of media convergence in marketing and improve the library marketing, and promote the social awareness of public libraries and further improve the social status and impact of public libraries.

[Purpose/significance] With the transfer of scientific communication system to electronic media, the content organization and presentation of traditional scientific papers have brought many disadvantages. Semantic enhancement of scientific papers can innovate the organization and presentation of scientific papers, which is the key to solve these problems. It has been paid attention by scientific research institutions and academic publishers and formed a series of theoretical and practical achievements. Combing and summing up these achievements and finding the advantages and disadvantages can play a guiding role in promoting the further development of semantic enhancement of scientific papers. [Method/process] Starting from the concept of semantic enhancement, this paper focused on the analysis of the core objectives, implementation paths and key issues of semantic enhancement in scientific papers. Then, the paper combed the theoretical and practical results of semantic enhancement of structured and unstructured data in scientific papers and made a comparative analysis by using three stages in the path of semantic enhancement of scientific papers: semantic annotation, semantic organization and visual presentation. [Result/conclusion] This research summarizes the characteristics of semantic enhancement of scientific papers at this stage, provides the four suggestions for the future development and research of semantic enhancement in scientific papers.

[Purpose/significance] The intersection and infiltration between disciplines and the convergence and integration of technologies are essential forces to promote the development of modern science and technology. By clarifying the connotation of technology convergence, this paper explores its research progress and measuring indicators, so as to provide a reference for understanding the knowledge structure of technology convergence and related research. [Method/process] We firstly employed the literature survey and bibliometrics methods to analyze the connotation of technology convergence and technology fusion. Then, we visualized the distribution of discipline and theme for technological convergence research and summarized the measurement indicators from the perspective of diversity and cohesion. Finally, we further clarified the similarities and differences between technology convergence and interdisciplinary research. [Result/conclusion] Technology convergence and technology fusion have the same connotation in many cases, and the subtle differences between them are reflected in the convergence patterns. Measuring the degree of the technology convergence includes two perspectives: 1) diversity scope: introducing the three dimensions of variety, balance, and disparity; 2) cohesion scope: concerning the network attribute of technology fields. From the first-order and second-order theme, the research activities of technology convergence and interdisciplinary are similar. Interdisciplinary indicators of the same perspective and dimension also provide a reference for measuring the degree of technology convergence, diversity and measuring the convergence relationship between different technologies.

[Purpose/significance] Improving the health level of citizens is an inevitable requirement after the economic and social development to a certain extent. The construction of health data collaborative governance system helps to achieve the goal of promoting the requirement from the perspective of information science. [Method/process] Based on the understanding of the spirit of the "Healthy China 2030" planning outline, and based on the analysis of the needs of each governance body for health information governance, this paper proposes a health data collaborative governance system oriented to the "Healthy China 2030" strategy, and proposes safeguard measures for key links. [Result/conclusion] To coordinate the construction and guarantee of health data governance system at all levels, departments and stakeholders is helpful to realize the social value of health data while promote the national health strategic objectives, and expand the research scope of health informatics.

[Purpose/significance] To explore the influence of open peer review (OPR) on the citation and social attention of journal papers. [Method/process] By using the descriptive statistical analysis and paired sample nonparametric test, we analyzed the difference in the journals' age, age since being indexed by SCI database, nationality, publication cycle, open access, transparency level of peer review, citation and Altmetrics between OPR journals and the non-OPR journals. We also explored the influence of the general characteristics on the citation and Altmetrics of the OPR journal papers. We tested the relationship between the citation and Altmetrics of OPR journals. [Result/conclusion] OPR journal papers have significant advantages in citation and Altmetrics. Country has significant influence on citation, and publication cycle has significant influence on citation and Altmetrics. The citation of OPR journal papers is significantly positively correlated with the Altmetrics.

[Purpose/significance] In the age of big data, the diversification of media and the overload of information have caused negative information phenomenon, such as information cocoons, which has attracted more and more attention in academic community. It is of great significance to analyze the causes of the information cocoons, so as to eliminate its negative impact on cyberspace governance and guide the orderly development of information space. [Method/process] Based on the previous studies and under user perspectives, logical normalization method is used to explore the causes of information cocoons from information space, personal information space and their interaction relationship. [Result/conclusion] The results have showed that the historical necessity, technical causality and user self-suitability are the main causes of information cocoons. Information cocoons is the inevitable trend of the information era, in which technology plays a catalytic role, and individual cognition plays a dominant role.

[Purpose/significance] This paper observes and summarizes the innovative practice of editorial peer review as applied abroad, in order to create a guide for domestic academic publishing. [Method/process] Specifically, we reviewed the foreign innovative practices of editorial peer review, analyzed their advantages and challenges, and summarized the overall trends. [Result/conclusion] Preprint archive and post-publication peer review indicates the need for a faster peer review process, while nonselective peer review processes and registered reports suggests that peer review objectivity needs to be improved. Furthermore, open and collaborative peer review reflects the expectation of greater fairness in the peer review process. Therefore, we have concluded that, although these innovative practices have advantages and challenges, there is a clear tendency to accelerate academic communication, broaden the publication scope, reduce the evaluation of articles based on periodicals, promote the democratization of science, and verify the contributions of referees.

[Purpose/significance] Open science can make scientific research more collaborative, transparent and efficient, which has attracted widespread attention worldwide. Sorting out and analyzing the current research themes of open science from an international perspective is conducive to promoting the development of this field and providing reference and experience for subsequent research. [Method/process] Using a mixed method which combine literature survey and information visualization, this paper analyzed articles on open science included in the Web of Science platform, combined with relevant policies, research reports, news and other literature. The theme distribution of international research on open science was analyzed. [Result/conclusion] The research topics of open science include: open access, data sharing, research reuse, knowledge innovation, and infrastructure construction. In the future, it is recommended to conduct a systematic and in-depth study from three aspects of policy system, infrastructure and subject participation.
