[Purpose/significance] The paper aims to promote the systematic development of research data management, with an emphasis on the three main aspects of fundamental research and theoretical study.[Method/process] The research utilizes empirical study to investigate and discuss the status quo of research data management from both the domestic and international perspectives, compares and analyzes in detail regarding the fundamental research and technological framework.[Result/conclusion] The result concludes three aspects of fundamental research for constructing a system of research data management, including research activities and data lifecycles, systematic workflow and theoretical framework, and technological demonstration. The conclusion also proposes strategies for system and policy development.
