[Purpose/significance]The community libraries in England have a long and rich history and are undergoing historic changes. The research on the operation and management mechanism of the community libraries can provide references for the construction and operation of the community libraries in China.[Method/process]By participating in the volunteer activities of Sheffield Upperthorpe library, combining the literature research and interviews, this paper analyzed the services and operation mechanism of this library.[Result/conclusion] It was found that the local authority, residents and library were satisfied after the library was operated by a local company named ZEST. Actually, it has turned to be a center for S&T education, entertainment and information exchange, and is playing a more and more important role in community lives. Their services are ready to satisfy resident's needs, the idea and mode of sharing, win-win and mutual checks and balances in the operation are of great significance to the construction and operation of the community libraries in our country.
