Application of Bibliometrics in Performance Evaluation of Basic Research in Small Groups of Universities

Abstract

[Purpose/significance] This paper makes an empirical study on bibliometrics of the performance evaluation at the Small Group micro-level.[Method/process] This paper analyzes the basis of the scientific literature and the influence representation of scientific research results and values and discusses the rationality and limitation of the citation times as the value measure of the research results. Then, a method for construction of the standard for the performance evaluation in basic research of small groups in the same direction in a university and the index are put forward. As application of the method, the basic research performance level of small groups in five research directions of Aerospace School of Tsinghua University is evaluated.[Result/conclusion] The results obtained from the bibliometrics are approved by the school.However, there is still room for improvement in the method of excluding self-citation, as well as that evaluation objects' papers with high citation should be considered.
