[Purpose/significance] Intelligence analysis brings new opportunity for the development application of government department. This paper aims to study the intelligence analysis based on big data to improve city's decision-making and integration management.[Method/process] Based on the methods of literature analysis and demonstration, this paper takes MODA, a urban data analysis group created by New York city government, as a practical example to discuss how to build up a government intelligence system based on big data and how to use the system in a city's comprehensive management.[Result/conclusion] Such an intelligence system could improve the efficiency of public management. Based on above, some preliminary suggestions are proposed to Chinese city governments, including developing city's public data gathering platform, forming data intelligence analysis team, building data early warning indicators and creating a specific mechanism for intelligence analysis.
