Study on the Development Dilemma and Development Strategy of Prefecture-level City Public Library

[Purpose/significance] The current development plight of prefecture-level public libraries has become increasingly obvious, especially in China's mid-western region, ethnic minorities areas and other less-developed areas. In general, these libraries have a weak foundation in infrastructure, and there is a growing gap in development conception, staffing, resource development and other aspects of public libraries between the developed and undeveloped regions. In view of these problems, the paper explores the development strategy for the prefecture-level public libraries in a weak foundation.[Method/process] Combined with the practice of Chifeng City Library, Inner Mongolia Autonomous Region, the paper summarizes common issues and detailed solutions of the development obstacle of public library in prefecture-level cities.[Result/conclusion] The paper puts forward the development strategy of concerning staff, library, service, knowledge for the prefecture-level public library, in order to provide the reference to prefecture-level public libraries, especially in the poor areas.
