Construction of Measuring Indexes of Urban-Rural Digital Divide in China

This paper firstly summarizes the previous studies on measuring urban-rural digital divide at home and abroad, and points out the shortcomings of the existing studies on measuring indexes. Then the concepts of digital divide are studies, and basic principles about measuring index of urban-rural digital divide are put forward. According to current situation of development and application of information technology in China, this paper builds a measuring index system from three aspects of environment for information acquisition and utilization, information consciousness and ability, information utilization level.
