The Role of Provincial Public Libraries in the Construction of Library Service System

To put the county local libraries construction into the main-branch library service system is an effective way to build full coverage of public library system. The provincial public library should not engage in the extension of library services in provincial capital, but should leave the space to city libraries and district-level libraries. It also should not directly build circulation stations outside the capital cities, but should invest the limited funds and human resources on the construction of the main-branch library system of county-level libraries in the province, to provide academic and intellectual support, and training and technical services for the construction of provincial library system.
