Open Access Policies of Foreign Universities

After introducing campus open access policies practice situation of foreign university, this paper analyzes the causes of fast development of open access campus policies of foreign university through 3 principal impetus:legal and policy requirements,education authorities and universities alliances support,university sub-organizations and faculties promotion. It also summarizes that the complete mandatory open access policy content should at least include 5 aspects:policy enacted purpose, copyright permission about open access policy, scope of policy application, copyright addendum for publisher and policy exception handling, division of responsibility in policy implementation, analysises these five aspects open access policy content in detail using foreign universities specific practices examples.
