Abstract

This paper introduces the origin of creative commons licenses, its basic rights and some rights reserved. And then the paper analyzes the copyright problems exist in the construction of IR, gives some examples of the creative commons licenses’s application in the open access resources.Finally the paper points out that creative commons licenses can play an significant role in the construction of IR.
