[目的/意义]解析《中华人民共和国公共文化服务保障法》所建立的公共文化服务基本制度，为贯彻落实基本制度和建立完善实施细则、配套规章提供指引。[方法/过程]将该法所建立的我国公共文化服务基本制度梳理总结为基础性制度、针对性制度、政府监管制度和机构责任制度4类，并具体分析主要制度的提出背景、构成要素、内容要求、主要特点及制度落实应突破的主要问题等。[结果/结论]《中华人民共和国公共文化服务保障法》建立的基本制度有的是将经过长期实践发展成熟的政策上升为法律制度，有的是对现行法规政策的完善或发展，有的是对基层公共文化服务创新实践的总结提炼，也有借鉴国际经验、结合中国现实的制度设计。法律构筑起了我国公共文化服务的基本制度体系框架。
[Purpose/significance] The historical contribution that the Public Cultural Service Guarantee Law has made to the State's laws and regulations is the construction of a basic institutional framework for our country's public cultural services.[Method/process] The basic regulations stipulated by this law could be categorized into four types, namely the basic regulations, the specific regulations, the governmental supervision regulations and the regulations for institutional liability. This paper analyzed the background, the components, requirements for the contents, features and major issues of the regulations.[Result/conclusion] Some basic regulations stipulated by the Public Cultural Service Guarantee Law of the People's Republic of China turn matured policies stemmed from long-term practical development into legislation. Some improve or develop the current regulations and policies. Some summarizes the innovative practice of local public cultural services. Some draw lessons from the international experience while taking China's reality into consideration. Laws constitute the basic system and framework of China's public cultural service.
