[目的/意义] 政务信息资源对于社会创新发展具有无法比拟的助推作用，开放式创新环境迫切需要政务信息资源价值的发挥来提供知识驱动力。[方法/过程] 从职能目标、技术手段和用户诉求等方面对政务信息资源价值流转再生提出重组流程、提升质量和创新模式的新要求。基于此梳理政务信息资源价值流转再生的增值期、转化期和再生期三阶段，并从开放式创新视角以驱动力、作用维、运作过程和实现路径等方面为切入点研究各阶段的作用机制。[结果/结论] 迎合开放式创新环境的新要求，构建起面向开放式创新环境的政务信息资源价值流转再生机制模型，有助于政务信息资源价值的优化实现。
[Purpose/significance]Government information resources have the incomparable role for social innovationdevelopment. The open innovation environment urgently needs the development of government information resource value to provide the knowledge driving force. [Method/process]It put forward the reorganization flow, the improvement of quality and the innovation mode in terms of the functional goal, technical means and users' demands for the circulation of the value of government information resources. Based on the analysis of the three stages of the value circulation, the transformation and the regeneration of the value circulation of the government information resources, this paper studied the mechanism of each stage from the perspective of the open innovation, the driving force, the function dimension, the operation process and the realization path.[Result/conclusion]This paper builds up a value transfer and regeneration model of government information resources, which orients open innovation environment and helps to realize the value of government information resources and meet the new requirements of open innovation environment.
