政务信息资源价值流模型及功效研究

摘要

[目的/意义] 政务信息资源作为国家战略性资源，全面开发实现其价值是一项重要研究课题。研究政务信息资源价值流，用以整体识别其价值和实现其功效。[方法/过程] 以价值链理论为指导，在对政务信息资源价值流进行界定的基础上分析政务信息资源价值流的流转环节及其作用机理，探索其价值流的不同功效及实现方式。[结果/结论] 通过分析研究，得出价值流的流转是政务信息资源从源头经过节点到输出等环节中主要活动和辅助活动相互作用的结果。经过价值原料库、价值栈和价值输出库三部分流转产生公益性、行政性和商业性功效，全面体现政务信息资源的凭证性价值、知晓性价值和应用性价值。

Abstract

[Purpose/significance] E-government affairs information resource is one of the national strategic resources. It is an important research topic to comprehensively develop and to realize its value. This paper aims at studying the "value stream" of e-government information resources, to recognize its value as a whole and to achieve its efficacy.[Method/process] Under the guidance of the value chain theory and based on the definition of government information resources' value stream, this paper analyzes its intermediate links and mechanism of formation, to explore its different efficacy and implementation model.[Result/conclusion] The flow of value stream is the result of the interaction between main and auxiliary activities when government affairs information resources transfer from source by nodes to the output. It generates three kinds of efficacy of public welfare efficacy, administrative efficacy and commercial efficacy after the flowing of government affairs information resources in "value stream" through the value original materials ware-house, value stack and value output library, which fully embodies the voucher value, awareness value and applied value of government affairs information resources.
