The emergency decision is a dynamic cycle, and multi-sector collaborative linkage process. The activity during the entire emergency decision has important intelligence support role. Intelligence for emergency decision has three important features of relative, conversion and timeliness , which includes four types intelligence of basic, real-time, scalability and empirical. According to the interaction of intelligence and emergency decision, it proposes the "intelligence (Q)-people(R)-decision(C)" pattern and integrates the intelligence elements for supporting emergency decision process. From intelligence perspective, it provides reference for emergency decision study and practice.
