With the change of information environment, it is necessary to rethink the changes and development information service in university library and the requirements of new environment for library resource construction. This paper discusses new characteristics of library resource construction oriented new information service in new environment from 5 aspects of paying more attentions to scientific data organization and management, focusing on living book collection construction, attracting users to participate in library collection construction, strengthening research of analyzing tools resource construction, and deeply processing and organizing library special digital collections.
