摘要

指出在网络化分布式信息资源与泛在服务环境下,需要强化总分馆制的作用,建设面向特定地域、机构、学科和用户个性化需要的总分馆制度,重点是建立非物理化、非公共平台化的新型信息服务机制。在分析国内外总分馆制度总体情况和发展态势的基础上,认为总分馆建设的核心是运行机制,关键是管理机制,手段是考核评价机制,并从观念、技术、经济和政策4个方面,分析进一步完善总分馆建设机制需要解决的若干问题。

Abstract

The general-branch library system is a product of meeting particular needs in physical library times. Under the environment of web-based distributed resources and ubiquitous services, roles of general branch library system need to be reinforced, to develop general-branch library system oriented to the personalized requirements of particular geography, institutions, disciplines or users. The emphasis is the new information service mechanism beyond the physical and public platform. This paper, in the context of development of general-branch library system at home and abroad, discusses that the core of the general-branch library system is the operation mechanism, the key is the management mechanism, the means is the evaluation mechanism. Four factors of mentality, technology, economy and policy, that influence the development of general-branch library system, are analyzed.
