Based on scanning the environment in which the higher vocational school library are developing, this paper draws the conclusion that it is entering a phase of new development opportunities of industry-education integration and school-enterprise cooperation, and the library service is entering a period of transition from the perspective of library development. The higher vocational school library should take the opportunity to fulfill a leap development. During this process, it should have a clear orientation and transform in three important fields of resource, service and staff.
