摘要

从法律规范、规划统筹、科学决策、考核评价、经费保障、资源建设、人才保障、服务创新和用户激励等9个方面,结合国内外公共图书馆服务现状,借鉴泰达图书馆的成功经验,较为全面地探讨提升公共图书馆公共文化服务能力的保障机制。

Abstract

This article discussed how to enhance safeguard mechanism of the capacity of public cultural services in public libraries, considering domestic and international status of public library services and drawing on the successful experience of TEDA Library,from the nine aspects including the legal norms, industry planning, decision-making mechanisms, evaluation mechanisms,fund-ensuring mechanisms, public cultural resources system construction, services innovation and user incentives.
