从组织和实现层面上看，知识创新活动具有高度的复杂性、多元性和不确定性，面向创新主体的部门服务已不能适应创新发展的需要，从而提出跨系统协同服务的组织要求。以创新发展的需求为导向，探讨知识创新信息服务的跨系统协同形式与服务功能，通过区域性协同案例分析，提出全国性协同信息服务的框架模型和构想。

From the aspects of organization and achievement, knowledge innovation activities have high complexity, diversity and uncertainty. The sector services oriented to the innovation actors are not suitable for the needs of innovation development. Therefore, the cross-system collaborative information service organization is proposed. Making the needs of innovation development as an orientation, this paper discusses the cross-system collaborative forms and service functions of knowledge innovation information services, proposes a national collaborative information services model and ideas according to the study of regional collaborative cases.
